New State Law

Dear Southern Boone School District Families,

As we prepare to begin the new school year, we want to remind families of a new state law regarding student electronic personal communication devices.

On July 9, 2025, Missouri Governor Mike Kehoe signed Senate Bill 68 into law. Senate Bill 68 requires all school districts to adopt a policy restricting students’ use of electronic personal communication devices during the school day. To comply, the Southern Boone Board of Education has approved a new board policy. You can view Policy JFCD: Student Use of Personal Communication Devices here.

What Counts as a "Device"?
Any portable device used to send, receive, store, or view communication, information, or images electronically, including:

  • Cell phones

  • Smartwatches

  • Wireless headphones or earbuds

  • Gaming devices

  • Tablets (when not used for instruction)

  • Laptops (when not used for instruction)

Key Reminders for Students

  • Cell phones must be silenced and kept in their backpack during the school day.

  • Smartwatches may not be worn during the school day.

  • Devices are not allowed from the first school bell until the end of the day, including during instructional time, study time, assemblies, lunch, and passing periods.

Are There Any Exceptions?
Yes. Devices may be used:

  • When required by a student’s Individualized Education Plan (IEP), 504 Plan (contact your case manager or principal for support), or individualized healthcare plan

  • In case of an emergency

  • Before and after the school day

  • When authorized by building administrators to use such a device for an approved educational purpose

This law aims to reduce distractions, improve academic focus, and enhance student well-being. We understand this may be an adjustment, but please know each building has procedures in place to ensure timely and appropriate communication with families in the event of an emergency.
